That doesn't sound illegal at all, in fact, it sounds like you'd be doing this blasted place a favor! A much more competent leader for those cretins would be good.

[Velvet would receive a counter gift with a set of runes that can be placed anywhere. Along with a note with a power word for activating each individual rune and as described, they'll explode in a 10 ft radius! There's also a couple of cookies. Because sweets.]
