Personality: Veigar's personality can be simplified into chaotic/insane and unpredictable.
The Tiny Master of Evil didn't gain his wicked reputation by sitting idly and being 'cute'. Oh no even if he is very adorable!, Veigar is feared across Valoran due to his immense power and his twisted ways. He seeks to make everyone else bow to his might and doesn't care much for sides. Are you worthy of his interest? You'll find a powerful ally like no other. Cross his path however and he'll twist the cosmos in ways that will make you cry out for a quick death.
Although the crazed mage is twisted in more ways than one. He won't outright seek to destroy everything in his path. He can be quite the jokester when paired with someone he doesn't dislike and tends to be over the top and sometimes a bit of a goofball. His ego is like rarely equaled, he THINKS KNOWS that he's the most powerful, he WORKED and ACHIEVED it. He has more than enough room to brag and he'll let you know it.
Being a Yordle, Veigar still retains that incessant curiosity to know everything and anything that there is to be known, especially exploration of new places. Anywhere he deems he can learn something new is more reasons for him to gain the knowledge.
Veigar will also sometimes do things on pure impulse. Maybe one day he feels like baking, another day he feels like burning down a forest full of orphans. The world is Veigar's oyster and he will do as he pleases. That's not to say that he's not a team player. On the contrary, being on the League allowed him to better understand the merits of teamwork and working together with those who seek a similar goal. He's a force to be reckoned with when he's in a team as he will go above and beyond to make sure that HIS team comes on top.
There is also a more flustered side to Veigar that not many know. Being a Yordle, the Tiny Master of Evil tends to hide his features well using the famed Deathcap and masking his features in dark shadows until only his tell-tale glowing eyes and the wicked smile can be seen under the cap. Many say this is because underneath all the vile and evil outcries, the Yordle is still just as feline-like and cute as the majority of his other kin. Don't try to call him out or reveal this! He'll throw a fit.
Another key thing about Veigar's personality is how extreme it can be. He's passionate to a fault and doesn't know how to reel in his emotions very well. He can be as tyranical as he can be loving to those/things that he likes/enjoys.
Abilities:
Aside from holding incredible power over magic, the arcane arts and cosmic elements, Veigar has key spells in his mastery repertoire that have come to be renowned, admired and feared all over Valoran particularly because it's the key moves he is limited to use within the confines of the arena.
Equilibirum is an ability manifested due to his abuse of magic. The more mana Veigar is missing, the faster he'll regenerate it. This is paired with his unique ability to syphon other being's essence sort to say and make it his own. Creatures he strikes with his spells and/or abilities grant him increased power. The more powerful the creature, the more power he syphons from them.
Baleful Strike passively grants Veigar a permanent bonus to his power upon killing someone through any of Veigar's damage sources. When cast, Baleful Strike sends a ball of dark energy in the direction he chooses dealing magic damage on impact to two targets in it's path. If the target dies to Baleful Strike, Veigar permanently gains more power.
Dark Matter is a ground targeted area of effect ability that marks a target location. After 1.2 seconds, all enemy units in the area take magic damage. Veigar calls on his mastery over cosmic energies to materialize and call down a huge meteor of dark matter to crush his enemies in an area.
Event Horizon is another ability that shows his mastery over cosmic energies, time and space. Veigar twists the edges of space around the target location for 3 seconds, knocking down and stunning enemies who pass through the perimeter for a few seconds.
And his most feared spell yet, said to turn the most powerful spellcasters into mush and the reason why Veigar is also considered the best Mage Assassin; Primordial Burst. Primordial Burst is a single target ability that sends a burst of energy at a target enemy champion, dealing magic damage on impact. This damage is increased by an amount equal to 80% of the target's own power. Meaning that the stronger you are, the more damage it will do and is further amplified by how close to death the target is, increasing the damage it will do based on the missing health of the target.
These are his trademark abilities that he uses in the Fields of Justice, although being a powerful mage, he has many other spells under his command and he isn't afraid to use them.
Alignment: Elios: As mentioned in his backstory, after the trauma that Veigar went through he sought out to increase his power for revenge and to never feel weak again. He had much hate in his day to day as he sought dark spellcasters to learn their ways and surpass them and that unhindged him. On that same regard due to his volatile nature he can be extremely emotional and manifest bouts of confusion when certain emotions come about.
Other: Nothing I can think of at the moment.

Emotion Sample: Quotes taken from my test drive post:
-Prompt A: Maintaining Hatred in check
A new world with no ties to Runeterra or Valoran and ripe for the taking... But why? Veigar closed his gauntleted fist tightly, dark energies emanating from it as the very familiar bile rose in his mind. As such, the area around him began darkening, looming with the dreaded aura he'd become all too familiar with. And yet, this world made it all the more apparent as his inner turmoil began to turn the surrounding flora to ash, some withered and fell apart and the ground around him began to bubble and twist out of shape. With a slam of his fist against the ground he took a deep breath to shake it off. He'd have to keep this in check... No point to prove if you end up destroying the very land you walk on...
"This place is really annoying!" frustration clear in his voice as he stood up from where he was sitting, no longer enjoying the spot that got twisted.-
+:
-"I HAVE EVERY RIGHT! THOSE WITH POWER ALWAYS HAVE THE RIGHT!" he bellowed darkly, the surrounding area immediately shriveling and dying as dark and deadly matter began resurfacing. It did seem however that even Veigar was caught off guard, still not being used to this world and it's curious emotional disturbances.
He quickly shrugged the thoughts aside, annoyed with needing to control his temper as to not destroy that which he stood upon and looked back to the flowers, silent for but a moment.
"And what hellish world do you come from that a child can bend reality anyways?! Stupid cat."-
